Julian Ballantine was the Chief Executive Officer of Madacorp. He was arrested following an investigation that zeroed in on the source of the blackout on CIR, revealing his illegal activity.

[edit] Before season 2
Ballantine inherited his Latnok ring from his father, though it's importance was never revealed to him. He became acquainted with Brian Taylor and the Latnok Society, allowing them to create a research facility named Zzyzx under Madacorp control. Ballantine paid little attention to it.

After Tom Foss firebombed the Zzyzx building, Ballantine called Emily Hollander to recapture the escaped experiment, XX. Emily told Ballantine about the camper XX killed. Ballantine told her to get rid of it. Both she and Ballantine were shocked to see one of the drawing XX drew after her recapture. It was of XY the other Zzyzx experiment that was supposedly terminated.
Ballantine and his team of scientists erased XX's memory and gave her a new identity: Jessi Hollander, sister of Emily Hollander. Ballantine ordered Emily to enroll Jessi in Beachwood High School and have her get closer to Kyle.
Ballantine later welcomed Stephen Trager to Madacorp after he lost his job, revealing he had a ring exactly like the one Kyle had pawned earlier to retrieve Amanda Bloom's bracelet.
Emily told Ballantine about Jessi's lack of progress and Ballantine suggested that she be reprogrammed. Emily didn't like the idea and chose to resign, but Ballantine told her to rethink. Ballantine subtlety threatened her daughter Paige and Emily handed Jessi over. Ballantine told Emily to focus on Stephen Trager.
Later on, Julian and Stephen came back to the Trager's for dinner, where Kyle spotted Ballantine's ring, believing it to be Adam Baylin's. The next day, Stephen took Kyle to Madacorp, where Kyle studied the security and learned of the CIR, a project Madacorp was working on. Kyle later returned to Madacorp and managed to steal back the ring from Ballantine when he gets his arm stuck in the elevator. Kyle and Declan escaped, but Tom Foss was captured. Brian Taylor was mad at him for losing his ring.
Later, he watched as Emily Hollander strapped Tom Foss into the machine where she began asking question. He and Brian Taylor watched Tom's brain activity until it became unstable. Emily wanted to stop because of the pain it was causing Tom, but Ballantine told her to continue the experiment regardless.
Brian told him that he could only extract 10 percent of Kyle's knowledge before Kyle' mind would be fried. Ballantine informed him that he will be willing to sacrifice Kyle for only one percent. Emily then came in and lied about Jessi's escape.
Ballantine agreed to leave the Tragers alone if Kyle gave him the information, but later revealed he already knew Kyle no longer had the information as he had already found Jessi. Ballantine's probing of Jessi's brain failed as Kyle entered her mind and took the information back. Ballantine has Kyle strapped into CIR, but Jessi went into his mind and helped him fight back against the machine, causing a city wide power outage that led to an investigation and his arrest for his illegal activities.
